Rockwall ISD received a Superior (A) rating in the School Financial Integrity Rating System of Texas (FIRST) for the 2015-2016 school year. FIRST was created by the Texas Legislature to help public schools maximize their financial efficiency.
“We strive to make Rockwall ISD’s fiscal integrity a model for excellence throughout the state of Texas,” said Randy McDowell, chief financial officer for Rockwall ISD. “We are so proud of the Superior rating the finance department has helped the district earn.”
Ratings are based on 15 performance indicators, including administrative cost expenditures, the accuracy of district financial information and any financial vulnerabilities or material weaknesses in internal controls discovered by an external auditor.
The possible ratings for schools to receive are Superior (A), Above Standard Achievement (B), Meets Standard (C) and Substandard Achievement (F).
